As an independent nonprofit organization, the DesignLights Consortium (DLC) provides decision makers with data and resources on quality lighting, controls, and integrated building systems to reduce energy, carbon, and light pollution. We envision a net-zero future where lighting, controls, and integrated building systems enable energy savings, decarbonization, and sustainability for all people and the environment. The DLC carefully evaluates each of our initiatives to maximize positive impact on the environment and on the industry. We work with market experts, manufacturers, energy efficiency programs, and other industry stakeholders to establish requirements that keep the lighting industry at the forefront of sustainability and carbon reduction efforts. With aggressive utility support, networked lighting controls have the potential to save up to half of the remaining lighting load after an LED lighting retrofit – and can enable lighting efficiency programs to be maintained twice as long as compared to support for LED fixtures and lamps alone.

Over the past 10 years, the consortium has created technical requirements and a qualified products list (QPL) for LED lighting products resulting in domino effects that have influenced product performance, deployment, and adoption of commercial LED lighting practices. Upcoming initiatives will continue to inform the way in which we support the COP 28 climate pledge to double energy efficiency by 2030. Searchable on the SSL Qualified Products List (QPL), LUNA-qualified products are eligible for energy efficiency rebates and incentives designed for SSL V5.1 products. LUNA sets performance requirements for specific categories of outdoor LED fixtures, so that municipalities, energy efficiency programs and other outdoor lighting decision-makers can better support their energy reduction goals and abide by dark sky policies and ordinances. LUNA also helps specifiers fulfill the light pollution and trespass requirements of LEED and WELL building programs, and helps projects follow application guidance in the joint International Dark Sky Association-Illuminating Engineering Society Model Lighting Ordinance.
DesignLights Consortium® Energy Efficiency Requirements
The DLC is a nonprofit organization dedicated to accelerating the widespread adoption of high-performing commercial lighting solutions. The DLC promotes high-quality, energy-efficient lighting products in collaboration with utilities and energy-efficiency program members; manufacturers; lighting designers; and federal, state, and local entities. Through these partnerships, the DLC establishes product quality specifications; facilitates thought leadership; and provides information, education, tools, and technical expertise. The DLC’s Horticultural QPL currently contains more than 400 products, with more being reviewed and added regularly. An increasing number of electric utilities rely on the DLC horticultural lighting specification and QPL in the design of energy efficiency programs for commercial cultivators. At least two dozen North American utilities now require the use of QPL products as a prerequisite for EE incentives; many others have incorporated the DLC Technical Requirements into their programs while not yet requiring use of products on the QPL.
That’s why the DLC offers a Qualified Products List for energy efficient horticultural lighting, and verifies the performance and efficiency of different products based on rigorous testing and standards. By using the Horticultural QPL, growers can save time and money, improve their crop yields, and contribute to the sustainability of indoor agriculture. Horticulture lighting optimization could save up to $350 million worth of energy every year.
Quality of light encompasses the characteristics of lighting that impact productivity, performance, comfort, mood, safety, health, wellbeing, and more. V5.1 includes new requirements for spectral quality and light distribution that will improve the quality of light of DLC listed products. The V5.1 lighting controllability requirements support additional energy savings while promoting better quality of light for people living and working in the built environment. V5’s phased approach to incorporating quality of light metrics on the QPL will ensure that high-quality products are listed, superior performing products can be differentiated, and additional energy savings are realized.
The DLC requires additional testing and reporting to qualify dimmable and field-adjustable products. Dimmable and field-adjustable product applications must include testing to demonstrate the products meet DLC requirements at full output. The testing for white-tunable products must be provided to cover all areas of investigation as with non-color tuning family groups, plus additional testing across the color-tunable range for the least efficacious product.

Testing to DLC lighting requirements must be completed by an Accredited Laboratory, with test results submitted directly to the DLC by the manufacturer. If a product meets the Design Lights Consortium's criteria, it can be added to the QLP, which you can access and search online. Products are searchable by keyword, manufacturer, or criteria such as efficacy, wattage, CCT, CRI, category, dimming criteria, and much more.
As a non-profit, we’re supported and funded by efficiency program member organizations throughout the US and Canada. The DLC’s members are a collective force that gives insight and expertise into DLC policy development. As a DLC member, you have a direct effect on lighting quality, innovation, and market transformation of the built environment. For these products, safety testing must be performed by an appropriate safety organization in the US or Canada (i.e. OSHA NRTL or SCC-recognized body).
